City Property Association has responded to a consultation on the new Whole Lifecycle Carbon Optioneering Planning Advice Note (WLC PAN). In our response we welcome and fully support the intentions of the draft PAN to provide guidance that promotes certainty and consistency in this emerging field of whole life carbon.
